Bugfixes
- Invoice and receipts will honor the location timezone

- When container is nullified, do not change the balance

Scriptsure
- Allow users with a + symbol in email to use prescription tab (will lookup by email without the + symbol)
Patients/Charts
- New account setting to restrict locking/unlocking of charts only to the provider listed on the appointment. Provider will still require lock/unlock permission.
- Show created and last updated details for patient tags
- Patient profile picture rework. Allows cropping and proper scaling of image.
